Step 6 Implementation Strategy

Yes, it is the final step of IEM framework. Actually, it is not really the end of the IEM framework because implementation should include monitoring and feedback which may deliver new issues. These issues will go back to the first step in IEM framework when an environmental issue is identified. It seems to me that IEM framework is not really a top-down framework but more of a cycle process. Anyway, let’s go back to implementation strategy. As assumed that option of developing a collaborative committee on palm oil has been chosen. Implementation strategy has to consider a few important things as follows:

1.     Who will be in the committee?

The committee may include all stakeholders from national government to local government level, palm oil business chain (growers, retailers, etc.) or its association, indigenous people, community, NGOs, and others to ensure that key stakeholders have been engaged in this working group.  

2.    What will be created by committee?

A management strategy for palm oil which emphasizes on environmental protection or other palm oil management plan which can be guidance in palm oil matters.    

3.    What should be done to activate the committee?

A regulation to legalize the committee and its policy should be provided to ensure that it is a legal system.

As mentioned before that implementation strategy has to incorporate monitoring and feedback. This committee will have to establish regular monitoring and evaluation program so that the process of IEM in palm oil will lead to environmental improvement.

Figure 1 describes a scheme that may be an input on how committee will work to manage palm oil problem.

That scheme is only an option showing that environmental consideration has been involved in the palm oil management plan. However, implementation of this scheme may not so easy as it is on paper. Given the barriers to IEM and some pressure points, they should be paid attention by the committee in developing an appropriate strategy on palm oil. Those three important points in implementation strategy which is mentioned above are likely to be a good start in implementing IEM approach in palm oil problem.
